This article is devoted to monitoring the network interaction between the government and the public during the COVID-19 pandemic. The relevance of the article is to study the game mechanism of the dissemination of network information between the government and the public during the COVID-19 pandemic. In the information age, the existence of the Internet has greatly changed the state of information exchange in physical society. This not only gives everyone the opportunity to participate in the process of creating and distributing information, but also accelerates the dissemination of information and its sphere of influence. However, although network media caused information overload, they also accelerated the emergence of many problems, especially caused by infodemia. The State and the public, as recipients and producers of information, participate in the process of information dissemination. The method used was: monitoring of the media with the study period (from December 31, 2019 to April 31, 2020). Monitoring of network media such as YouTube, WeChat and Weibo allowed us to conclude: the behavioral logic of the dissemination of government and public network information is based on «power» and «law» as the basis of an action strategy. In fact, the process of interaction between the government and the public is a game process related to the «control» and «anti-control» of network information. In the complex interaction between control and self-expression, it can be seen that the public is increasingly involved in the process of information transformation. In the future, it seems necessary to study in scientific discourse the mechanism of dissemination of network information between the government and the public in emergency situations.
